Large Vessel Transit Protocols to Enhance Safe Passages
Challenge: In 2018, new classes of container vessels began calling on the Port of Philadelphia that were larger than any previous container vessel arrivals (305meter+ LOA). Vessel size increased the importance of weather-related transit limitations, assist tugboats for escort and berthing, bailout options, and other port-specific considerations.
Solution: Utilized simulations sponsored by PhilaPort to assess maneuvering characteristics of subject vessels in estuary, consider escort/assist tug requirements, and weather requirements for transits. Actively participated in simulations to verify transit viability and seek potential failure points. Utilized data derived from simulations to inform creation of ULCV Transit Protocols, which were later adopted by the Harbor Safety Committee and stand as the guidance document for all transits to the Port of Philadelphia by ultra-large container vessels.
